Responsible for: Overseeing compliance and regulatory assurance for Hawes Street Housing and the managing agents & service providers operating schemes on its behalf, where HSH holds regulatory responsibility and oversight.
Supporting the Operations Manager to;
• Ensure regulatory compliance across Hawes Street Housing and related schemes
• Oversee health & safety compliance and risk management across housing provision
• Work with managing agents & service providers to ensure appropriate standards of provision
• Oversee the development & review of policies & procedures for Hawes Street Housing and managing agents/service providers
• Provide advice, training & guidance on compliance & regulatory assurance across the organisation
• Support the registered provider’s compliance with Awaab’s Law
Purpose of the role
To ensure Hawes Street Housing meets its statutory, regulatory and contractual obligations across all housing stock and service delivery models, including properties managed by third‑party service providers.
The postholder will work to ensure compliance across:
- The Regulator of Social Housing (RSH) Consumer and Economic Standards
- Housing Ombudsman requirements
- Health & Safety legislation
- Wider housing, charity, company and contract law applicable to a small Registered Provider
The role will act as a source of regulatory expertise, providing assurance to senior management and the Board while supporting operational teams, managing agents and service providers to achieve compliance in practice.
Summary of Main Duties
1. Regulatory Assurance & Compliance
• Lead on compliance with the RSH Consumer Standards and Economic Standards for accommodation operated by HSH itself and accommodation operated by third parties & managing agents on its behalf (where HSH holds regulatory responsibility).
• Monitor, maintain evidence for and report against the outcomes set out in the Safety & Quality Standard, Transparency, Influence & Accountability Standard, Neighbourhood & Community Standard and Tenancy Standard.
• Work with relevant staff & board members to monitor and evidence compliance with the Governance & Financial Viability Standard, Value for Money Standard and the Rent Standard.
• Maintain up‑to‑date knowledge of regulatory expectations for Hawes Street Housing, including evolving scrutiny of supported and specialist housing.
• Coordinate and maintain the organisation’s compliance framework, ensuring clear and proportionate evidence trails.
• Prepare regulatory submissions, correspondence and supporting evidence as required.
• Report to the HSH Board of Trustees via a standing item on the board agenda regarding any updates, developments or regulatory issues as appropriate.
• Work with the Operations Manager to produce frameworks to evidence compliance with new and existing regulations, requirements, standards & codes as required.
2. Health & Safety Compliance
• Work with the Health & Safety Lead to ensure systems are in place to obtain assurance from internal teams, managing agents and support providers.
• Maintain and regularly review the compliance register and risk ratings, escalating concerns appropriately.
• Support incident investigation and learning outcomes where appropriate.
• Lead on monitoring compliance with Awaab’s Law, including owning the monitoring framework and demonstrating that response timescales and repairs records meet the standard.
3. Oversight of Managing Agents & Service Providers
• Provide regulatory oversight for schemes delivered under management agreements where HSH holds regulatory responsibility as the registered provider.
• Review compliance monitoring returns and evidence from managing agents and service providers.
• Support contract management through identification of risk, remedial actions and escalation of material non‑compliance.
• Ensure management agreements reflect regulatory and statutory responsibilities clearly.
• Ensure compliance with UK GDPR and the Data Protection Act 2018 throughout all work with managing agents & service providers.
4. Housing Ombudsman & Complaints
• Act as organisational lead for compliance against the requirements of the Housing Ombudsman, particularly regarding resident complaints.
• Ensure the complaints framework complies with the Complaint Handling Code.
• Oversee learning from complaints, determinations and investigations and ensure improvements are embedded.
5. Governance, Risk & Board Assurance
- Maintain risk registers, compliance dashboards and assurance frameworks.
- Prepare & present concise reports to senior management and the Board.
- Advise on emerging regulatory and sector risks, particularly in supported housing, reporting directly to the Board where required.
6. Policies, Procedures & Continuous Improvement
- Draft, review and maintain compliance-related policies and procedures.
- Ensure policies are proportionate, practical and embedded operationally.
- Support inspections, audits and internal assurance reviews
7. Advice, Training & Culture
- Act as an internal advisor on compliance and regulation.
- Deliver briefings or training to staff, Board members and partners.
- Promote a strong compliance and accountability culture.
- Work with the Safeguarding Lead for the organisation to ensure learning, risks and trends emerging from complaints, incidents, regulatory assessments and other assurance activities are identified, shared and actioned in a coordinated manner.
- Work with the Saltbox Senior Management Team and the HSH Board of Trustees on growth & development of new partnership schemes.
8. ISO 27001:2022 Certification
- Work alongside the Digital Operations Project Manager to support compliance with ISO27001:2022 certification including support through relevant internal & external audits.
- Providing support with Saltbox ISO27001:2022 documentation, including; Records Management, Legal and Contractual registers.
- ISO27001:2022 Process management / Operations Manual support across Saltbox services.
